Citation: At approximately 0845 hrs., I observed the following noncompliance in the evisceration department. While performing ISP code 03J01 procedure for zero tolerance fecal check on ten randomly selected chicken carcasses at the pre-chill station, I observed fecal material in one of the test carcasses. I immediately initiated regulatory control action and stopped the evisceration line and notified the evisceration department lead of the noncompliance. The fecal material was located on the inside of the carcass on the keel bone area, was dark greenish in color with a semi solid consistency approximately 5/16" in length and 1/8" in width. Mr. noted that one of the spraying units in the inside-outside bird washer (IOBW) was not working properly and made an adjustment to correct the problem. This was demonstrated by marking the bird which had the fecal material, and running it through the IOBW, after the carcass exited the IOBW the bird was found acceptable. I then relinquished regulatory control and started the line for production to resume. QA performed a retest at 0853 hrs. and was found to be acceptable. Post chill chlorinated sprayers were started as a an additional antimicrobial intervention and were to remain on for an hour and a half after the retest passed by QA at 0853 hrs. This is the last point of location where preventive measures could be exerted before entering the chill system. An 03J02 procedure was then performed. This document serves as a written notification that failure to comply with regulatory requirements could result in additional enforcement action described in 9 CFR part 500.


381.65(e) Poultry carcasses contaminated with visible fecal material shall be prevented from entering the chilling tank.

417.2(c)(4) List the procedures, and the frequency with which those procedures will be performed, that will be used to monitor each of the critical control points to ensure compliance with the critical limits;
