Violation: 416.13(c), 416.4(a), 416.4(b), 416.4(d)

Citation: At approximately 0505 hours, while performing ISP task code 01B02 (Pre-operational Sanitation) in the picking room, I observed feathers and black grease on the re-hang belt after the hock cutter. I had an employee turn on the belt after he had scrubbed the top surface and observed that the belt was being smeared with grease on the underside. I then rejected the belt with US Reject tag #B39801767 and proceeded into the next department. In the chilling department, I observed on the PM belt small black greasy specks and in one of the whole bird packing bins I observed several small pieces of fat from the previous days' production. I remained in the area while these items were cleaned and I released the department to production. In the evisceration department I observed on the outside and bottoms of the yellow condemn barrels blood, black mold, and build up from previous days' production. I notified Ms. of the noncompliances and informed her that a NR would be issued . At 0535 hours, I re-inspected and released the re-hang belt in the picking room and the barrels in evisceration to production. In the Tumbler/ Repack room, I observed small pieces of fat and meat on the table next to the product wash station. I notified the QA representive and the table was cleaned in my presence. This is a violation of 9 CFR416.4(a) 416.13(c), 416.4(d) and 416.4(b). Past Similar NRs.- Previous ineffective Plant Actions: Please see the establishment's response on file in USDA office. NR # 0043-2010-17772 dated 07/21/2010. Failure to comply with regulatory requirements could result in additional enforcement action as described in 9 CFR part 500.


416.13(c) Each official establishment shall monitor daily the implementation of the procedures in the Sanitation SOP’s.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
