Citation: On the 24th of November, 2010; at approximately 0700 hours after plant's preoperational sanitation inspection, while performing preoperational sanitation verification, I observed two insects one on the wall and one on the cabinet door inside the collecting edible blood room. There few items such as utensils for collecting blood, ingredient, blood containers, etc. were in the room at the time of the observation. No contamination was observed at this time. [redacted] slaughter supervisor, was informed of the aforementioned noncompliance. Subsequently, the insects were immediate removed from the room; the insect contact areas were cleaned and sanitized. The establishment's preoperational sanitation monitoring log for this date has no documentation reflecting to the aforementioned findings. This is a failure of 9CFR 416.1, 416.2(a), and 416.4(d).


416.1 Each official establishment must be operated and maintained in a manner sufficient to prevent the creation of insanitary conditions and to ensure that product is not adulterated.

416.2(a) Grounds and pest control. The grounds about an establishment must be maintained to prevent conditions that could lead to insanitary conditions, adulteration of product, or interfere with inspection by FSIS program employees. Establishments must have in place a pest management program to prevent the harborage and breeding of pests on the grounds and within establishment facilities. Pest control substances used must be safe and effective under the conditions of use and not be applied or stored in a manner that will result in the adulteration of product or the creation of insanitary conditions.

416.4(d) Product must be protected from adulteration during processing, handling, storage, loading, and unloading at and during transportation from official establishments.
