Citation: On the 11th of November 2010; at approximately 0700 hours, while performing preoperational sanitation verification (01B02), the following was observed: *blood stains on 7 gambrels (product contact surface) in the shaving area; *one pray container containing solution with no identified or labeled of usage on the container in the cooler 4; *blood and fat residue on couple hooks (product contact surface) overhead rail cooler 3; *green mildew forming on the overhead supporting rails of first left row in the cooler 3; [redacted] slaughter supervisor, was informed of the aforementioned noncompliance. Subsequently, the gambrels and hooks were cleaned, the spray container was identified. However, no immediate corrective action on the overhead supporting rails at this time. All sanitation findings were observed after plant's preoperational sanitation monitoring and prior to start of production. The establishment's preoperational sanitation monitoring from had no documentation reflecting the aforementioned noncompliance. The establishment Sanitation SOP, section preoperational sanitation states that [redacted] The establishment is failed to meet the regulatory requirements of 9CFR 416.13(a) conduct pre-op procedures; 416.4(a) food contact surface cleaning & sanitizing frequency; 416.4(b) non food contact surface cleaning & sanitizing; and 416.4(c) chemicals used & stored in a safe manner & effective manner (with documentation).


416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOPís before the start of operations.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(b) Non-food-contact surfaces of facilities, equipment, and utensils used in the operation of the establishment must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.

416.4(c) Cleaning compounds, sanitizing agents, processing aids, and other chemicals used by an establishment must be safe and effective under the conditions of use. Such chemicals must be used, handled, and stored in a manner that will not adulterate product or create insanitary conditions. Documentation substantiating the safety of a chemicalís use in a food processing environment must be available to FSIS inspection program employees for review.
