Citation: At approximately 0640 hours, SPHV and CSI found the following noncompliance after performing pre-operational sanitation inspection: [newline][newline]While inspecting the product freezer there were approximately 6 unlabeled clear plastic bags each containing an unlabeled chicken wing. One bag was broken with the wing touching the product freezer floor. There were also approximately five smaller unlabeled bags containing unidentifiable frozen poultry parts. [newline][newline]The establishment has not conducted a hazard analysis to determine the food safety hazards reasonably likely to occur for the production of cut-up poultry products and therefore, has no HACCP plan for cut-up poultry. This is a noncompliance with 9 CFR 417.2(a)(1). [newline][newline]This noncompliance was immediately shown to plant manager, who stated that the parts may have been removed for an employee’s personal use. The establishment’s SSOP also states under “[redacted],” “[redacted].” No retain tag was applied because the product was immediately denatured in the presence of the inspector.


417.2(a)(1) Every official establishment shall conduct, or have conducted for it, a hazard analysis to determine the food safety hazards reasonably likely to occur in the production process and identify the preventive measures the establishment can apply to control those hazards. The hazard analysis shall include food safety hazards that can occur before, during, and after entry into the establishment. A food safety hazard that is reasonably likely to occur is one for which a prudent establishment would establish controls because it historically has occurred, or because there is a reasonable possibility that it will occur in the particular type of product being processed, in the absence of those controls.
