Violation:  416.16(a)

Citation: At approximately 0715, after completing a review and observation Pre-operational inspection in of the processing area, in which I found no deficiencies, I proceeded to the USDA office though while passing the records retention area I noticed the plant’s pre-operational SSOP record had not been completely filled out. I then turned my attention to the processing area where I noticed production had begun. I then asked plant owner Larry Brannon about the form not being filled out and he explained he was changing light bulbs in the fourier and had not gotten a chance to complete his documentation before employees began production. He immediately completed the form. Since there were no non-compliance issues during my review and observation element of the pre-op inspection, no product was adulterated & Mr. Brannon immediately completing the paperwork no regulatory control action was taken. I also was not able to link this non-compliance to any previous non-compliance

Regulation:

416.16(a) Each official establishment shall maintain daily records sufficient to document the implementation and monitoring of the Sanitation SOP’s and any corrective actions taken. The establishment employee(s) specified in the Sanitation SOP’s as being responsible for the implementation and monitoring of the procedure(s) specified in the Sanitation SOP’s shall authenticate these records with his or her initials and the date.
