Citation: At approximately 0700 hours it was observed that the establishment had conducted it's own pre-operational inspection of the facility and documented there findings on the establishments pre-operational inspection form for today's production (04/13/2011). I then conducted a scheduled pre-operational inspection (01B02) of the processing area. The knife sterilizer between cutting tables one and two was observed to have a fat residue along the upper back stainless steel wall of the sterilizer (approximate size ten (10) inches in length and one and a half (1-1/2) inches in width.). USDA REJECT TAG # B21204395 was applied to the knife sterilizer and Mr. was informed of my observation and action taken. No product was affected as it was observed prior production beginning in the facility . This a failure to comply with regulations 9 CFR 416.13(a) and 416.4(a) Past Similar NRs - Previous Ineffective Plant Actions: Person in charge was re-trained and will be monitored the next two weeks NR: 4-2011 dated 2/17/2011


416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOP’s before the start of operations.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
