Citation: At approximately 0700 hours it was observed that the establishment had conducted it's pre-operational inspection of the facility for today's slaughter and processing (02/17/11). I then conducted a scheduled pre-operational inspection (01B02) of the kill floor. The hand splitting saw and the two (2) knife sanitizers were randomly selected to perform the task on. The knife sanitizer on the hand sink next to the overhead scale was observed to have product residue floating on the knife sanitizer water and adhering also the sides of the knife sanitizer. The hand wash the knife sanitizer was attached to was also observed to have product residue covering the sink's drain cover. USDA REJECTED TAG # B 3069913 was applied to the hand wash sink and knife sanitizer, Mr. was informed of my findings and action taken. No production was involved as it was prior production beginning in the establishment. This a failure to comply with regulations 9 CFR 416.13(a) and 416.4(a)


416.13(a) Each official establishment shall conduct the pre-operational procedures in the Sanitation SOP’s before the start of operations.

416.4(a) All food-contact surfaces, including food-contact surfaces of utensils and equipment, must be cleaned and sanitized as frequently as necessary to prevent the creation of insanitary conditions and the adulteration of product.
